Harbat - the old bailey

This place on the town square is so utterly and undescribably dull, and full of laws and rules and regulations, that it would require a lifetime to describe it in detail.

Essentially, it is the resting place of THE BOOK OF LAW. But the old bailey has all sorts of other registries and ledgers as well: like the town ledger that summarises everything there was to be found in Harbat, and which includes the town registry that categorises residences in the city. And the town registry of burgers that indexes noteworthy townspeople.
