Harbat - the basins

Since Harbat is an island, it relies on rain for drinking and washing water quite a lot. Thus, drinking water is often scarce, and expensive. On the other hand, if Harbat would ever be covered in an unending flood of rain, the water-market would become inflated, money would literally fall from the skies, people would stop working, riots...

The basins in the wharves district are a series of giant wooden/brick/rusted metal tubes safely tucked away behind a red brick wall and guards.
